This is a picture of a Hawkeye Motor Patrol Road Maintainer, which was based on the Model D. It's hard to tell at first glance, but compare to a picture before they were modified, here. It has the same front and rear wheels, and the flywheel is recognizable, but the Nebraska Road Department changed them quite a bit. This picture is from August of 1931.
